"Wrapped up" in terms of new features, yes. However, Vista's launch does not mean that XP just goes away. As corporations replace PCs during their scheduled lifecycle replacement process, they'll slowly adopt Vista; this will take three or four years from the time of Vista's release to happen (and if the rumor's I've heard are true, may happen with Vista's successor instead).

What all that means is that although Microsoft won't (likely) give us any new features for XP, they'll release security updates and bug fixes for it; it's part of their duty to their corporate customers. It's also a roll-up of all the patches released since (and including) Service Pack 2; it makes the installation process easier.

Lastly, it includes drivers for some hardware released since SErvice Pack 2 came out, and that was released by manufacturers (with Microsoft's permission) as being compatible with Windows XP.
