ooooh yeah, decorative concrete can be the shizznitz! you can tape off any pattern or design; for years I did decorative concrete floors for commercial spaces. very cool....

Yes, the water comes up through the crack in the floor not in the door.

Water flows from place to place. If it isn't flowing to where you want it to flow fin out what is obstructing it. Or redirect it. It's water.
